We are growing our Malaysian operations and are looking for an experienced, driven professional to lead our Labour Hire Division in-country. This is a genuine leadership opportunity — not a maintenance role. You will be instrumental in shaping how Mills Recruitment is positioned and experienced across Malaysia and the broader ASEAN region.
The Role
As Division Manager – Labour Hire, you will take ownership of our Malaysian labour hire offering from the ground up. Reporting directly to and working closely with our General Manager – APAC, based in Singapore, you will be a key member of the regional leadership team with direct influence over how the Malaysia division grows, performs, and represents the Mills brand in-market.
You will develop client relationships, drive business growth, lead a local team, and ensure full compliance with JTKSM and Malaysian employment regulations. You will have the autonomy to build something meaningful, with the full support of an experienced international leadership team behind you.
What You Will Be Doing
- Working closely with the GM – APAC (Singapore) to develop and execute the Malaysia labour hire growth strategy
- Identifying and winning new clients across target sectors including manufacturing, engineering, construction, and technical trades
- Managing existing client relationships and ensuring service delivery meets the Mills standard of Exceptional Service
- Overseeing recruiter performance, candidate pipelines, and contractor management
- Ensuring full compliance with JTKSM licensing requirements, Employment Act obligations, and foreign worker regulations
- Collaborating with regional leadership across Singapore and Australia on cross-border client opportunities
- Providing regular reporting on performance, pipeline, and market activity to the GM – APAC
What We Are Looking For
- Minimum 5 years’ experience in recruitment, labour hire, or workforce solutions in Malaysia
- Proven business development track record — you know how to open doors and close them
- Sound knowledge of JTKSM regulations, the Employment Act 1955, and Malaysian labour compliance
- Experience managing a team and driving performance
- Strong communication skills in English and Bahasa Malaysia; Mandarin is an advantage
- Comfortable working within an international group structure and reporting to Singapore-based regional leadership
- A self-starter who takes ownership and operates with minimal hand-holding
- Malaysian national or Permanent Resident
