Mills Recruitment is partnering with a global Tier 1 contractor to find an experienced Subcontracts professional for a major materials handling project in the Pilbara.
Based in the Perth office, with travel to site as the project requires.
THE PROJECT
Design, procurement, installation and commissioning of new bucket-wheel reclaimers, together with all associated structural, mechanical, electrical and communications services. The scope also covers off-board works — bulk earthworks, civil infrastructure, structural works and electrical upgrades — to support safe operation of the new equipment. Plenty of packages, and plenty of runway.
THE ROLE
A two-sided role covering both subcontract formation and administration. On formation, you’ll build bid request packages and take them through to execution. On administration, you’ll hold the subcontracts once they’re live — tracking progress, forecasting, and getting ahead of difficulties before they become claims.
Subcontract formation:
- Prepare bidders’ lists and pre-qualify bidders
- Form and issue bid request packages, and coordinate bidder questions and responses
- Receive and commercially evaluate bids, prepare Commercial Bid Summaries and recommendations
- Secure approvals in line with established procedures and prepare subcontract documents for execution
- Direct negotiations in the commitment of subcontracts
- Develop and issue subcontracts and services agreements
- Organise and chair pre-bid, bid clarification and pre-award meetings, then issue notes covering key positions, actions and schedules
Subcontract administration:
- Maintain continual review of subcontract progress, giving management early warning of projected financial or technical difficulty
- Manage moderately complex contract changes through to negotiated settlement
- Coordinate with project staff on operational activity affecting contractual rights, obligations and performance
- Implement the Supply Chain Assignment Schedule and applicable Standard Work Process Procedures
WHAT YOU’LL NEED
- Bachelor’s degree plus 8–10 years’ relevant experience, or 12–14 years without
- Solid grounding in contract administration — types, terms and legal requirements
- Experience administering moderately complex construction industry subcontracts
- Confidence participating in subcontract negotiations
- Knowledge of law, negotiation, accounting or cost engineering, whether through study or hard-won on site
- Clear written and verbal communication across project functional groups
